Constructing agency alleged of discrepancy

ITANAGAR, Aug 29: Monigong Extra Assistant Commissioner has written to the Chief Executive Officer of Arunachal Rural Roads Development Agency (ARRDA), GoAP to look into the discrepancies alleged of M/s Tenzin Enterprises (Tenga, West Kameng district), the construction agency of PMGSY road from BRTF road to Ruku village under Monigong circle of West Siang district.

The action was taken following a complaint lodged by Shajee Youth Club (SYC) against the agency for allegedly completely violating the DPR and NIT by not including Korle village in the project thereby depriving the local people of the area. The Club had further demanded the concerned authorities for immediate action against the agency and not to make any payment until the discrepancies are rectified.

The EAC had written to the District Programme Implementation Unit (DPIU)-III Mechukha, seeking explanation as to why the PMGSY road was not executed as per key plan and approved alignment. However, neither DPIU officials nor representatives of construction agency turned up for the explanation till date. The EAC, in his letter dated August 25, 2015 pleaded the CEO, ARRDA to look into the matter and take necessary action at the earliest possible.

 

Fire devastates house, ANSU demands relief for victims

ITANAGAR, Aug 29: A team of All Nyishi Students’ Union (ANSU) today visited the family, whose house was gutted in a fire on August 26 at Senki Park.

According to an ANSU release, the dwelling house of one Toku Tapang (House no.13) at Senki Park was completely burnt down in the devastating fire that broke out at around 2 am.

All properties, including valuable local ornaments, vehicles and cash were reduced to ashes in the fire, ANSU said.

The students union urged the state government to provide special relief package to the victims and also to conduct spot verification of the incident for further necessary action and assistance.

 

Early completion of Abo Tani bridge sought

ITANAGAR, Aug 29: Councilor Ward 48 of Itanagar Municipal Council, Donik Tayu has expressed displeasure over the slow progress of the bridge at Abotani Colony here. Referring to the bridge as an important link connecting Ganga and its nearby areas from Niti Vihar, he called for early completion of the construction work.

The bridge was closed down last year and it is yet to be completed.

While also drawing attention towards pathetic road condition of Niti Vihar road, he called for its repair at the earliest.

 

ATCWA opposed to district based contract work

ITANAGAR, Aug 29: The Arunachal Tribal Contractor Welfare Association (ATCWA) has expressed opposition to the district based contract work and entrepreneurs for professional development project.

The association in its memorandum to the Chief Minister, the ATCWA called for cancelling of the notification that was issued by the state government in this regard, and sought reconsideration saying it would divide the people of the state on communal lines.

The association’s other demands include opposition to involvement of government employees in contract works, transferring of government employees after three years and reduction of bank guarantee from 5 percent to 2 percent for tribal contractors.

Compensation sought

ITANAGAR, Aug 29: Claiming that the private residence of one Alokong Minno at Yingkiong was completely gutted down in a fire incident on April 17 last, the Komkar Welfare Society has urged the concern authority to compensate the victim.

The society further informed that properties worth Rs. 40 lakhs were lost in the incident.

ITANAGAR, Aug 29: The All Kurung Kumey District Students’ Union (AKKDSU) has called for verifying the educational qualifications and experiences of BRCs, CRCCs, BLOs and DPCs serving under SSA in Kurung Kumey district. The union wrote to the Secretary Education in this regard.

 

Seeks authority to verify ILP application

ITANAGAR, Aug 29: Alarmed with growing number of illegal immigrants in Upper Subansiri district, All Arunachal Pradesh Labour Union (AAPLU), Upper Subansiri District Unit has urged the Chief Secretary to authorise the Market Welfare and Gaon Burahs to verify Inner Line Permits (ILP) in the district. Claiming that the Union knows the ground reality of the labour and law & order related problems, it also demanded the Chief Secretary to authorise them to verify ILP verification.

 

Meeting held on stalling of project

ITANAGAR, Aug 29: A meeting regarding stalling of the project, Kamba BRTF road to Darak vide; ‘package no. AR/12/07/015’ under Chairmanship of Chief Executive Officer, ARRDA, RWD, Itanagar was convened today.

Representatives from the concern area pointed out that no action has been initiated by the department for stalling the road construction even after a lapse of six years since the work started, and called on the department and the contractors for early completion of the project. The road is the life line to 18 villages, stated the representatives. The panchayat leaders also demanded the department to handover the project to DPIU-I, Aalo from DPIU-II, Basar for administrative convenience.

Superintending Engineer, RWD, Pasighat, N Rigia suggested that the present contractor be allowed to carry out with extra time as the contractor has already drawn maximum amount of the tendered amount and re-tendering and litigation will further delay the project.

Executive Engineer, Aalo, T Kena suggested for notice to be served to the contractor for early completion of the project by March 2016.

Empowered Officer, ARRDA, RWD, Itanagar, T K Tagin highlighted for final notice and intimation to contractor for termination of the contract.

Chief Executive Officer, ARRDA, RWD, Itanagar, D. Nyodu, informed the house that positive action will be taken up in consultation with DPIU-II, Basar and Superintending Engineer, RWD, Pasighat for completion of the project and informed the house that the department has already initiated action for transferring of PMGSY works under Kaying and Rumgong Block to DPIU-I, Aalo.

 

Blood Donation Camp at NERIST

ITANAGAR, Aug 29:  In all, 45 units of blood were collected during a voluntary blood donation camp being jointly organised by the NSS Cell of NERIST in collaboration with Arunachal Pradesh State AIDS Control Society, Arunachal State Hospital, RK Mission Hospital and Viveka Yuva Shakti at NERIST health unit in Nirjuli today.

Speaking on the occasion, Deputy Director (blood safety) Dr. Nabam Budh informed that the need for blood in Arunachal State Hospital, Naharlagun is increasing as many patients undergo chemo-therapy. ASH Pathologist Dr. Pasang Sona also appealed more voluntary blood donors to come forward and donate as often as they can to ensure that the ASH blood bank do not face shortage of blood.

 Dean (SA) Prof. Binay Singh and NSS Cell of NERIST coordinator Dr. A. Dinamni Singh also encouraged the young students to donate blood and motivate other eligible youths.

 

Veterinary camp held

ITANAGAR, Aug 29: Hundreds of domestic animals; pigs, goats, mithuns, cattle and poultry belonging to the farmers of Goilang circle of Anjaw district were de-wormed and treated for various diseases during an ICAR, KVK Anjaw organised Veterinary camp here on Thursday.

A team of KVK’s scientific staff led by programme coordinator incharge, Dr. Tilling Tayo besides, stock man of veterinary department Hayuliang and coordinating president of Nyilang Farmers Club, informed the farmers about prevention and control of diseases in domestic animals which could otherwise result in reduced income generation.

Later, the farmers also visited the piggeries of local youths as part of the training.   

 

Capacity building prog for Fire and Emergency Services concludes

ITANAGAR, Aug 29: A week long training programme on capacity building for Fire and Emergency services concluded with practical demonstration of fire fighting and rescue drills at Don Bosco Youth Centre here today.  The programme was sponsored by Disaster Management department.

Attending the valedictory function, Nabin Payeng, DGP in-charge, expressed his satisfaction over the professionally oriented training programme and stressed on the need of more modern equipments for the fire fighting and rescue operations. He advised the trainees to maintain discipline and bring awareness on fire prevention among the general public.

Fr. Cyprian of St. Mary’s Parish, Itanagar and Kime Aya, SP, F&ES also spoke on the occasion.

Among others, Sunil Kr. Basumatary, Regional Director of Youths and Sports, Govt. of India, Dr. V. N. Sharma and students of the Youth Centre attended the function.

 

NERIE conducts training for KRPs

ITANAGAR, Aug 29: A five days training programme for resource persons and key resource persons (KRP) on the use of learning resources in the subjects of Science and Mathematics at elementary level was conducted by North East Regional Institute of Education (NERIE), Shillong in collaboration with SCERT, Itanagar at Naharlagun.

A total of 25 DIET lecturers and teachers from different districts participated in this capacity building training programme as KRPs.

Resource persons from Bongaingaon Polytechnic, Assam imparted training to the participants on the use of learning resources in Science and Mathematics promoting activity based learning.

Constructivist approach and innovative teaching- learning practices in the classroom were the highlights of the programme.

Lectures, demonstration and group work were the training strategies adopted by the resource persons.

Gania Leij, Jt. Director, SCERT, who attended the inaugural and valedictory sessions of the training, advised the trainees to put their acquired skills into actual classroom practice. Later, he gave away certificates to the participants.

Director of IPR Chow Miko Longphong, who attended the valedictory function, highlighted the importance of Skill Development training and lauded the efforts of JSS in imparting training to unemployed youths of the state.

 

Skill development training concludes

KOLORIANG Aug 29: A 21 day Capacity building-cum-skill development training programme on house wiring-cum-electrician, tailoring and handicraft (mura making) organised for local youths under Border Area Development Programme (BADP) of Kurung-Kumey district concluded at general ground here today.

In all, 130 trainees took part in the training programme which was organised by Manghi Welfare Society, Sangram, a local NGO under the aegis of the department of Skill Development and Employment Generation.

Speaking during the valedictory function, Koloriang Circle Officer, Nangram Pingkap highlighted the aims and objectives of BADP scheme under which the skill development training has been incorporated and  suggested the trainees for proper utilisation of the skill and knowledge that they have acquired during the training period to become self-reliant. Pingkap further advocated for the efficient utilisation of local natural resources for the benefit of local people and expressed the need for promotion of Self Help Groups in the district to avail government subsidies.

Kurung-Kumey District Planning Officer (Nodal Officer) BADP, Dr. Joram Anu informed the trainees that the state government has decentralised the policy of selecting the trade and it shall be made as per the requirement of district/block and for that the feedback of field functionaries shall be taken into account. While responding to a joint appeal made by the vocational training providers, trainers and trainees, the DPO assured to take up with the authority concern for establishment of a Training Centre and Emporium at Koloriang soon.

District Training Coordinator Bamang Chai also emphasised the need for giving preferences in choosing reputed local NGOs /VTPs to minimise difficulties. Manghi Welfare Society president Ngurang Tado and the vocational training provider also spoke on the occasion. (DIPRO)

Miscreants damage NH for contract works

ITANAGAR, Aug 29: With a motive to get government contract work, Water supply pipeline near Dree Ground near Itanagar was deliberately broken down by unknown persons so that formation of the Highway gets washed away

Chief Engineer, Highway, Bora Ete shared that the damage was spotted at 7 in the morning. It was repaired later in the day.

“The flow of water would have damaged the road if it was not repaired on time,” he said.

An FIR has been lodged at Naharlagun police station to book the culprit/s.

While a large section of the society is frustrated with the incessant rain for damaging the last remains of the road and other infrastructures, another section is beaming with joy for they now have the chance to take the damage to their stride into making some good and fast money. There have been reports of people resorting to deliberately damaging sections of the NH-52, so that they can get contract works for the repairing.

It has also come to fore that the current block point at Papu Nallah was also a victim of a similar act.

“This is the second attempt to damage the Highway after the culvert at Papu Nalah block point which was washed away on the night of June 19, when the water pipeline was damaged. It had not rained that day,” informed Ete

The Chief Engineer also expressed displeasure over the repeated violations of the order which prevents plying of heavy vehicles, including mini-buses, on the Bailey bridge at the block point despite the iron barricade that has been put up there.

“This is the reason why the bridge is being damaged again and again,” he said.

He informed that the department is planning to install CCTV cameras on the Bailey bridge to check on the violators.

“The bridge has to be maintained till the concrete culvert comes up,” the Chief Engineer added.

 

 

Villages in Dambuk area on brink of exodus; Tayeng assures all possible help

DAMBUK, Aug 29: With heavy downpour over the last couple of weeks, the Dibang River is flowing above the danger level putting villagers of Bizari, Anpum, Loglung and Paglam under Dambuk Sub-Division of Lower Dibang Valley district are on the brink of exodus. Sources informed that the situation is so grim that the flood water has submerged entire Anpum village today. The deluge has also cut off Dambuk from the rest of the world as Sisar River is also reportedly flowing above the danger level.

The Dibang River had diverted its course near Bomjir last year. With the diversion it has been creating havoc downstream and has made the villages vulnerable. The flooding river had washed out the embankment built near Bizari last year, and now it is threatening to sweep away the villages of Bizari, Anpum and Loglung.

The turbulent river has ravaged down the 60 kilometers long stretch upto to Tara-Tamak, leaving a trail of devastation. It swept out paddy fields, horticulture farms, livestock and the houses including the forest in its way through.

However, the sources said that no official assessment on the damage has been done so far to ascertain the exact loss of movable and immovable properties by the turbulent river.

It is said that shifting of these marooned villagers to safe locations is the only way to save human lives. However, it can be only possible after the floodwater recedes. Moreover, the shifting would involve spending crores of rupees as government establishments such as schools, health centers and offices will have to be shifted along with the houses. Responding to the grim situation in her home constituency, local MLA cum Parliamentary Secretary, Water Resource Department (WRD), Gum Tayeng rushed to flood ravaged villages on Friday to take stock of the situation. Braving the incessant rain, the MLA along with ADC Dambuk Atul Tayeng joined in by 13 other officials rafted down from Bomjir upto Tara-Tamak on an inflatable boat (covering 60 kilometers on the river) to assess the flood damage.

After interacting with the marooned villagers at both Bizari and Anpum villages, Tayeng assured all possible help. Reaching out to the affected people, she assured immediate relief to them. At Anpum village, the MLA announced Rs.10 lakhs for immediate relief and Rs.50000 to the social service team for erecting flood erosion protection works.  She further assured of appraising the higher authorities for immediate relief and restoration in the affected villages.

The villagers have sought for immediate diversion of the Dibang River to its main course into Dotung River so that further destruction could be avoided. They also demanded for construction of flood protection wall along the river bank.

Earlier, ADC Dambuk also announced Rs. 1 lakh to the villagers for taking up flood erosion control services.

ITANAGAR, Aug 29: The Bamboo Stick, a graphic novel by Daniel Ering was released today at the Raj Bhavan by Governor of Arunachal Pradesh JP Rajkhowa.

Published by Audrey Apang on behalf of The Arunachal Times Publication, under its Empower Initiative, which aims to empower institutions and create capacity launched to mark the 25th year (1989-2014) of the Daily, the book is an illustration of how nature has given us everything in abundance and what all societies need to do is to make best use of what is naturally and locally available.

The Governor lauded the timely release of the book in the backdrop of renewed interest on natural resources which is environment friendly.

He termed the initiative of the Arunachal Times Publication laudable and hoped that the book will be published in Hindi, regional as well Arunachalee languages.

The book has beautifully explained the relevance of bamboo in our lives with a pan Arunachal story line, he said. Speaking on the occasion, the Governor said that the bamboo, a unique gift of nature be preserved and people must not exhaust it. He suggested for setting up of bamboo and cane based industries in the state. He further said that Bamboo is the most versatile grass that the world in general and Arunachal in particular is blessed with plentifully. The lives of the people of the region depend largely on Bamboo and is a base for rural lives as well as economy of the region, the Governor said. He added that Bamboo has not lost its utilities even in the face of rapid urbanisation while adding that it is environmentally sustainable too.

Audrey Apang said that as part of the Empower Initiative, the newspaper endeavours to help unpublished artists, writers, poets and filmmakers in realizing their projects. The Bamboo Stick is the first project under the Initiative.

She further informed the Governor that under the Empower Initiative, the Arunachal Times media scholarship was also launched to promote research and help in enabling media education in Arunachal Pradesh. A waste paper re-cycling system at the Donyi Polo Mission School for the Hearing Impaired, Itanagar was also set up as part of the Initiative, she added.

Author Daniel Ering who grew up amidst nature in Sille village in East Siang draws inspiration from nature and its surroundings. He worked as a part time cartoonist for The Arunachal Times. An employee of the North Eastern Electric Power Corporation Ltd, Daniel has a Masters degree in History from Rajiv Gandhi University. Rodents gobbled up computers and accessories, says Edu. dept

ROING, Aug 29: Disappearance of computers and accessories from Secondary School, Desali that were sanctioned under ICT in 2007-08 has sparked massive public reaction in Desali.

The youth of the village were angered about the disappearance that these items were handed over to the school authority in 2007, which was later unearthed by documents under RTI Act.

As per information obtained through RTI, the then Headmaster of the SS Desali was intimated by the DDSE office to send a representative for collection of the computer sets at Hunli through a WT message on December 26, 2007. A copy of this WT message was also produced through RTI Act which clearly shows the message was addressed to the Headmaster signed by the then DDSE.

The RTI report further informs that although the DDSE had instructed the Headmaster to confirm the receipt of the computers in the WT message, no such confirmation letter was sent by him.

It was later found that the then IT facilitator of the school had confirmed that these computers were received by him from the supplier, M/S Teledata Informatics Ltd. Chennai.

"The computer sets included 10 computer tables, 40 chairs, 10 UPS, printers, scanners and stationery items. It is reported by the school authority that all these items were eaten up by rodents,” said a complainant. Reportedly no students had ever seen any of the items at the school which further proves that these items never reached the school.

Not even a single discarded part of the computer sets were found anywhere in the school compound when physical verification was made, claimed the young activists.

Desali is an interior village which does not have direct road connectivity and can only be reached by walking a distance of about 20 kms from Hunli.

"Because of the communication bottleneck and lack of awareness among the people, our village has fallen victim to many other such corrupt practices", said another complainant.

According to the complainants, Rs.12.50 lakh was sanctioned under the district RMSA for construction of Modified Ordinary Basha Type (MOBT), a computer room and a laboratory with furniture and internal electrification, toilet with plumbing and electrification, and a drinking water platform, for the same school.

Toilets and drinking water platforms have been constructed at almost every government run schools, within the school campus for convenience of students in general and girls in particular. Contrary to this fact, according to the complainants, the drinking water platform and the toilet of SS Desali has been constructed beyond 100 meters from the school campus, and are not usable because of the distance from the school and absence of water facility.

"Construction of the MOBT has also been done without following the actual construction plan. According to the actual plan issued by the Government (also known through RTI), the computer rooms and the laboratory were supposed to be constructed in front of the existing school building, and has provision for extension of two classrooms. However, it has been constructed between the two hostels leaving no room for future extension, informed the complainants.

"The contractors have not followed any specifications provided by the Government plan. Only one toilet instead of two, no emergency exit in both the computer rooms and laboratory, wrong location­; all these irregularities happened because the construction had started way before the order was given out,” they added.

The complainants after failing to get any reply from the Secretary School Education for their letter written on November 3 2014, are planning to seek justice from the Court.

 

 

Speaker to host IMI Legislators’ Meet

NEW DELHI, Aug 29: Arunachal Pradesh Legislative Assembly Speaker Nabam Rebia would host and chair the Integrated Mountain Initiative (IMI) Legislators’ Meet during the 4th Sustainable Mountain Development Summit-IV (SMDS4) being held at Itanagar on October 8.

The Speaker agreed to host the event and deliver the keynote address after Lok Sabha Member from Sikkim and Secretary General of Global Legislators Organisation for a Balanced Environment (GLOBE) India PD Rai called on the former at Arunachal Bhawan, New Delhi and officially requested him for the same.

The Integrated Mountain Initiative (IMI) and GLOBE India sponsored event will be organised by Sustainable Development Forum Arunachal Pradesh (SDFA). He will also chair the Steering Committee and SDFA will assist the Steering Committee in hosting the Legislators Meet.

Rebia expressed keen interest on the issue of climate change legislation and reiterated the importance of focusing on the issue, especially with the perspective of the highly vulnerable mountain states.

The Legislators’ Meet at the SMDS4 provides a platform for legislators from mountain states to voice their common issues and concerns, to deliberate and make an action plan for climate change legislation. The meet also seeks to inform all attending MPs, MLAs and Speakers about the current status of the UNFCCC negotiations and India’s stance on the issue.

The legislatures attending the meet will also deepen their collective understanding of how global actions impact the local climate change issues that mountain states face.

Earlier, SMDS events held in Gangtok 2012 and in Kohima 2013 have also had these deliberations. They have provided a valuable platform for airing the concerns of grassroots issues on Climate Change.

More than 80 state legislators and Members of Parliament are expected to attend this meet which is drawing greater attention this year in view of the COP 21 being held in Paris at the end of this year.

 

 

Heavy rain lashes Siang Valley,

several areas underwater

PASIGHAT, Aug 29: Heavy downpour for the last three days has paralyzed normal life in East Siang and parts of West Siang, Siang and Dibang Valley districts besides parts of neighbouring Assam. The third wave of monsoon shower has created havoc in different parts of East Siang district.

Heavy showers submerged low lying areas of Pasighat as well others areas including Ruksin, Nari and disrupted road communication at several stretches in East Siang district.

In Seren under Nari-Koyu constituency, CC drainage constructed under SPA was breached by heavy rain due to which the massive agricultural lands were destroyed. Massive agricultural land has been destroyed and it is going to be a long haul for the people of the area who are primarily dependent on agriculture, said Marbom Doye, a BJP leader of the constituency. The Forest Beat office at New-Seren is under flood water as well as the Government Secondary School forcing the students to stay away from school.

Rain flood inundated many portions of Pasighat town including Lower Banskata, Jarku, Jarkong and Police colony and created massive problems for the local residents. It also submerged a large portion of ALG (Advanced Landing Ground), Pasighat. Rivers and streams are seen overflowing and posing a threat to road communication, paddy fields, horticulture gardens, fishponds, irrigation channels and human habitations. Reportedly, heavy showers have caused water logging in several places besides inundating paddy fields at Pasighat, Sille, Ruksin and Mebo circles. Ruksin ADC office, Tax & Excise office, Forest Colony, Police Station with Police colony and PWD IB are again affected and still reeling under the rain flood. Overflowing water of Poglek River between Yagrung and Pasighat has snapped communication between Yagrung and Pasighat and also swallowed several hectares of Sali cultivation at Yagrung, Rani,Sille-Oyan and Sika-Tode paddy fields. Flood water is flowing on National Highway-52 between Sille and Rani, creating trouble in plying of motor vehicles along the Highway.

Advisor to Chief Minister Bosiram Siram along with Deputy Commissioner Isha Khosla, ZPC Kaling Dai, and PRI leaders and officers visited the river site yesterday to oversee the situation and set in motion measures to deal with the situation.

They visited the Airfield, Jarku, Jarkong, Banskota and Police line areas which lack of proper drainage system. Siram advised the people not to panic and assured that all precautionary measures have been put in place.

Meanwhile, Disaster Management department has informed this evening that the water level of Siang is flowing below danger level (153.37 M, at 3 PM). (With inputs from DIPRO)

 

 

Awareness prog on consumer rights, food & safety and tax deduction mechanism held

ZIRO, Aug 29: Under the initiative of the district administration, the departments of Legal Metrology and Consumer Affairs, Medical and Tax and Excise organised an one-day awareness programme on consumer rights, food  and  safety standards and tax deduction mechanism at the Conference Hall, Hapoli today.

Chairing the programme, Deputy Commissioner Kanki Darang felt the need for every individual to know one’s Rights.

While responding to the queries regarding control of fluctuating price rates of raw items, he promised to form a rate analysis board which would include members from Bazaar Committees and Trade and Commerce Chambers. He also assured to streamline the license registrations for food outlets on the request of the trading fraternity, as the traders had to get clearance from many departments, which was tedious and discouraging to the upcoming entrepreneurs.

Debia Tana, Inspector, Legal Metrology and Consumer Affairs,   highlighted the   important provisions and special features of the Consumer Protection Act.  “An alert consumer solves half of our problems”, he said while urging all consumers to note the quality standardization marks, manufactured and expiry dates on packaged food items. Giving emphasis on expiry date labels of LPG cylinders, he informed that the alphabets A,B,C,D marks the four quarters of an year. A label D-15 means valid upto the last quarter of 2015, that is, December,2015. It is very important to note the expiry dates of cylinders to avoid untoward incidents, he added. Tana also appealed to all the traders to cooperate with the department and not to violate the prescribed guidelines. Weights and measures should be validated every year to maintain accuracy, he added.

Saying that the Act is not to penalize, but to ensure that the food we consume is healthy and safe, he sought cooperation from all the stakeholders. During his deliberations he dealt in length about the guidelines for hygienic requirements in manufacturing food business establishments and licensing and registrations of food business. He sought cooperation from the Veterinary department to monitor the butcher houses in the district to ensure safe meat.

Karbom Riram, Superintendent, Tax and Excise highlighted the main features of VAT and TDS. He specifically stated that the DDOs are not permitted to lower the tax deduction and any kind of double deduction should be addressed to the Commissioner Tax and Excise for redemption.

There is shortage of skilled manpower, not job: IPR Director

NAHARLAGUN, Aug 29: Director of IPR, Chow Miko Longphong said that there was an acute shortage of skilled manpower in the state in different trades.

There is acute shortage of skilled manpower in the state in different trades but not jobs, the IPR Director said, and exhorted the unemployed youths to avail the opportunity of various training programmes conducted by the state, central governments and private agencies and NGOs from time to time to hone and upgrade skills.

Longphong was addressing the valedictory function of the 15-day Skill Development Training cum awareness programme on Pradhan Mantri Suraksha Bima Yojina at the conference hall of Oju Mission, Naharlagun, yesterday.

He also advised the trainees to visit the website of Directorate of Information & Public Relations and its weekly newspaper for updates on government advertisements on job, tenders notices etc. and to know more about army recruitment rallies.

The training programme included pickle and artificial flower making, tailoring, courses on photography and beauty. The photography course was included for the first time in the skill development training programme by JSS.

Photographic Officer of DIPR, KK Chakraborty exhorted the trainees to make best use of the skills they have developed during the training programme. He also threw light on the scopes and the importance of photography in the state and advised the youths to undergo more training to enhance their skills in photography.

JSS Programme Officer, Michi Tai highlighted on the main aims and objectives JSS-an institution for people’s education under the Directorate of Adult Education, Department of School Education and Literacy, sponsored by Ministry of Human Resource Development, Govt. of India.

JSS provides vocational training courses to the unemployed youth, especially illiterate and school and college dropouts of the age group between 15 to 35 years to help them for being self reliant.

J Saha, Administrative Officer, State Resource Centre Naharlagun provided firsthand knowledge and information on the importance of opening accounts under Pradhan Mantri Suraksha Bima Yojna.

Later, certificates to the trainees were distributed by the IPR Director.

A total of 54 unemployed youths - 28 in pickle making, tailoring, beauty course, 13 in artificial flower making and as many trainees in photography - have undergone  the training.  DIPR

 

 

Cong-BJP war of words heats up

‘APCC has every right to defend CM’

ITANAGAR, Aug 29: War of words continues between Arunachal Pradesh Congress Committee (APCC) and opposition Bharatiya Janata Party (BJP) in the state over the recent High Court (HC) directive for a CBI inquiry against Chief Minister Nabam Tuki.

Reacting sharply to the state BJP’s repeated demand for resignation of the CM in the wake of the HC directive, APCC spokesperson Nabam Vivek in a press statement said that the saffron party should humbly accept the decision of the Supreme Court staying the HC directive for a CBI inquiry against Chief Minister Tuki.

“It appeared that the High Court was in a hot pursuit and extraordinarily swift in pronouncing judgment in this case, which has been very judiciously stayed by the Supreme Court”, the APCC spokesperson said.

“Tuki as a citizen has every right to appeal the Supreme Court for relief. The demand of BJP for resignation of the Chief Minister on moral ground is rather devoid of morality and political ethics as there is no charge of corruption or misuse of official position”, he said.

“A man is innocent until proven guilty”, Vivek said. He also added that APCC has every right and moral obligation to defend the Chief Minister.

The works done by Nabam Aka or any other family members are in conformity with the existing rules and also all codal formalities were maintained by the Executing Department. It is not at all immoral or nepotism if any family member of a Minister, MLA, Commissioner, Secretary, Director or a Chief Engineer do business in their rightful way; observing the codal formalities is the official duty of the officer in charge under whose sign and seal the works are awarded, he said.

“There is always a standing instruction by the ministers to maintain the norms and follow the established rule by the departments concerned. The origin of the instant PIL which was later suo-moto converted to a writ petition itself was defective and without an iota of truth. That was the reason why the petitioner of the PIL had expressed his desire to withdraw and he did not pursue the case”, said Vivek.

The APCC also requested the office bearers of BJP to check the earlier records of their MLAs, some of whom were ministers in the Congress Government and there may be many charges of nepotism against them.  

The APCC also challenged the BJP office bearers to give an affidavit that no kith and kin of BJP ministers and parliamentary secretaries and MLAs will do any contract work in the State Government, if the party comes to power in the state sometime in the future.

Ours is a small and developing state. So let us not waste our time and not try to copy the political style of other mainland states, stated Vivek.

 

 

AAPSA stress on quality education,

resolves to strengthen organisation

ITANAGAR, Aug 29: All Arunachal Private Schools’ Association (AAPSA) in its 15th general conference held at Donyi Polo Vidya Bhawan here today unanimously decided to work with close coordination to strengthen the organisation. The Association also resolved to approach the state Govt with a plea to include AAPSA members  in the Education Advisory Committee of the state and to organise AAPSA-Sahodaya Talent Search 2015 at Donyi Polo Vidya Bhawan from 5th to 7th November  with participation of all private schools to nurture the budding talents of Arunachal. Various issues including the necessity to bring all private schools under the umbrella of AAPSA for better and quality education were also discussed in the meeting.

 Earlier, speaking at the inaugural session, AAPSA president James Techi Tara exhorted all to come together and strengthen the  association.  Stressing the need of imparting quality education, he said “Private schools should be above blame when it comes to quality education.”

 In his address AAPSA Secretary, Levi Katy, Principal Donyi Polo Vidya Bhawan, highlighting the activities of the association, called upon the members to work together  to make the organisation more stronger. “AAPSA is a non-political platform purely with the intention of helping each and every private school of the state to put its best  efforts  to make private schools the pride of Arunachal Pradesh”, Levi emphatically said.  

Fr. Cyriac, AAPSA patron, spoke about the humble and difficult beginnings of AAPSA which dates back to 2007 and also highlighted the  motto of the Association which is “mission to educate.” AAPSA being the  apex body of private schools in the state, all member schools look forward to getting due recognition from the Government as well, he added.  

AAPSA website www.aapsa.in was also launched on the occasion. Students of Donyi Polo Vidya Bhawan presented an enlightening welcome song to the applause of all in the conference in which 33 private schools participated.

 

 

Raksha Bandhan celebrated

ITANAGAR, Aug 29: Raksha Bandhan, a festival of bond between brothers and sisters, was celebrated with much enthusiasm in various parts of Arunachal Pradesh.  

At  Raj Bhawan, Itanagar, large number of students from different schools of Capital Complex and members of Prajapati Brahma Kumaris Ishwariya Vishawa Vidhyalaya tied sacred thread ‘Rakhis’ to the Governor J P Rajkhowa on the occasion. Students of Abotani Vidya Niketan, Pachin also presented a patriotic song.

Blessing the children, the Governor expressed hope that the occasion will continue to strengthen the endearing bond among brothers and sisters and also promote universal love. He advised the children to study hard so that they become good and useful citizens of the country.

While urging the people to uphold moral, cultural and spiritual values of Raksha Bandhan, the Governor said that festival is not only about protection and support to sisters but also to other members of the society, particularly the weaker section, for more harmonious environment. It also means protection to honest, righteous and good people.

The Governor emphasised that the people of the State should work unitedly and take pride in the inclusive culture of our country.

Chief Minister Nabam Tuki also celebrated Raksha Bandhan with Prajapati Brahma Kumaris Ishwariya Vishawa Vidhyalaya, students from VKV Chimpu and Abotani Vidya Niketan today at his Niti Vihar official residence.

The state BJP leaders, party’s frontal wing members and office bearers celebrated the Raksha Bandhan at its party headquarters here in a befitting manner.  

While highlighting the significance of the Raksha Bandhan festival, state party vice president cum spokesperson Techi Necha said, Raksha Bandhan is the festival of purity and elevated soul and Universal Brotherhood.

Ex-MLA and party leader Tapen Siga spoke on the  special enrolment drive launched by the banks and insurance companies under social security schemes, namely, Pradhan Mantri Suraksha Bima Yojana (PMSBY) commemorating the Raksha Bandhan festival.

Among others, Padmeswari Jamoh, President, BJMM and  Tayek Goi, Party Vice President participated in the celebration.

 

 

Drinking water scarcity in Taliha

DAPORIJO, Aug 29: The residents of Taliha are facing acute scarcity of drinking water since August 20 last as the department concerned is still unable to repair the damaged water supply pipelines.

About 300 meters of main water supply pipes of 100 mm near the water reservoir of Taliha EAC headquarters were either damaged or washed away by landslides causing total disruption in water supply to the township.

With taps drying up, the residents are compelled to fetch water for their daily needs from distant sources.

Further, water pipeline at Radding village near Taliha was also totally damaged due to on-going earth cutting works for double lane road by BRTF (GREF) forcing villagers to use unhygienic water from Menga River, informed Janu Nekam Nayam Negia Welfare Society. The society appealed to the department to restore drinking water supply at the earliest.

Although the PHED has put its best effort to restore water supply but all efforts went futile.

According to the departmental Junior Engineer of Taliha, the restoration work is hampered due to non availability of water pipes of appropriate size.

 

 

RGU celebrates National Sports Day in a unique way

RONO HILL, Aug 29: The department of Physical Education, Rajiv Gandhi University (RGU) in association with Education Foundation of India, New Delhi today organised a unique sports meet (recreational games) with the theme - “Stay Fit” at the varsity campus to mark the National Sports Day celebration. The National Sports Day is celebrated to mark the birth anniversary of hockey legend Major Dhyan Chand who won gold medals for India in year 1928, 1932 and 1936.

The sports event was especially designed for Multi Tasking Staff which consists of various types of recreational games to promote healthy living, wellness and sports culture. Around 70 multi tasking employees from various wings like civil engineering, electrical engineering, water supply and administration took part in various competitive sports activities ranging from simple games like dodge ball, sweet race to physically challenging games.

Earlier speaking on the occasion, RGU Registrar Prof Rachob Taba said that sports play an important role in maintaining physical fitness of a person. He stressed the need of organising such activities for the students and faculties to stay fit.

 While addressing the participants in various sports activities, Professor KC Kapoor asked them to stay fit as they are the most important part of the RGU. Sports  plays an important role in maintaining discipline, physical fitness, decision making besides providing a platform to interact and share knowledge with each others, he said.  

Dr. Anil Mili, HoD of Physical Education department exhorted the employees to take up sports to improve physical fitness and stay healthy. He also highlighted the benefits of exercise and sports activities in preventing life threatening diseases like blood pressure, diabetes mellitus, arthritis, obesity etc. Prizes were also distributed to the winners of various competitive events.
